PATH Villas at Third is located in East Los Angeles along an active, commercial stretch of Third Street. Governed by the East LA Third Street Specific Plan and Form-Based Code, the project helps end homelessness by providing permanent supportive housing for homeless people. The vision for Third Street, per the specific plan, includes enhanced retail viability, walkability and safety, all reinforced by improved streetscape. The design celebrates the parameters of modular construction, imparting a highly-efficient building with three stories of apartments organized along a double-loaded corridor above one story of public program. Promoted by the form-based code, the shop front typology organizes the program. The most active program is composed along the street: the community room anchors the corner of the block, the entrance and lobby are situated mid-block and the laundry room is placed beyond. Four social service offices and the building manager’s office complete the program on the ground floor. The design criteria for the shop front glazing inform the dimensions of the two-story attached colonnade that wraps the façade, providing pedestrian-scale rhythm to the sidewalk. Two outdoor roof decks are integrated into the building: On the main façade, the second floor roof deck above the community room is accessed via the glazed stairwell. With views toward Third Street and the park beyond, residents may visually engage with the neighborhood. On the rear façade, a smaller, fourth floor roof deck offers a quieter environment. Street-level parking spaces are accessed from the rear of the building.
